Create a separate permission for editing navigation settings and editing/adding navigation items

Right now the edit {nav} nav permission is required to allow users the ability to add/edit navigation links and the settings for the navigation as well. However, there are many times where I want users to be able to add/edit navigation entries without being able to explicitly change permissions such as:

• Expect a root page
• Max depth
• Title

Perhaps it could be expanded to something like the following:

• edit {nav} nav = Edit both settings and items
• edit {nav} nav settings = Edit settings
• edit {nav} nav item = Create/edit items
