Add Importer Prompt

This pull request adds a new prompt to the statamic new command, allowing you to choose whether you'd like to install the first-party Importer addon when setting up a new project.

You can also do --importer if you wish to bypass the prompt.

This PR also fixes an issue I spotted regarding the pro/ssg arguments, where they weren't working as expected.
