Sync calls receiving SF|Extension items without 004 encryption applied
When making sync calls to the API, I'm receiving a number of SF|Extension type items without items_key_id. Are these not encrypted?

Note: This is after a backup and restore of data to ensure everything is 004.
SF|Extension are server items that are not meant to be encrypted (this is what the "000" prefix signifies). They apply to both SF|Extension and SF|MFA. The "SF" prefix is also reserved for server-side extensions.
However these two extensions will be replaced by native settings on the server side instead in upcoming server releases.
