use latest CmdStan link on README.md

The link to CmdStan under readme -> Getting Started still leads to a "this page is not available" page. Given the recent announcement of StataStan in the Stata Journal, this may cause a lot of confusion.

Confirmed. this needs to be fixed. The new link is:

I thought we had redirects in place for all these old links. Maybe @seantalts knows what happened. Anyway, it'll be easy to change the page. I'll submit a pull request.

Hm, I checked in a version where I was redirecting to a .md file, which doesn't work. I must have messed up the testing of it. It seems to work live for me now. If one of you wants to double check my work and close this I'd appreciate it! Thanks.
