pystan Effective sample size not available

Make effective sample size is available via stan::analyze::compute_effective_sample_size (via httpstan).

Wonderful! The first task is to make an endpoint in httpstan that allows users to call the Stan C++ function (ignore pystan for the moment).

If you've had experience using pybind11 that will help a lot.
