Clearly mark that this repo is dead and direct people to elsewhere

Hey All,

This issue confirmed that src-d is out of business and this repo and tool is no longer maintained here. https://github.com/src-d/proteus/issues/113

If @marnovo could update the description or readme to make that clear it would be great.

Additionally @daniel-sullivan noted that his company charm-jp was willing to take over the project. So maybe directing people over there would be great.
