Improve dev/staging experience

The dev/staging experience can be improved in two ways:

  • support having multiple wallets on a single machine
  • support automatically initializing+finalizing wallets

Support for multiple wallets was added in #580, but we still need to update the docs with instructions for how to use this. Auto-initialize + finalize has not been worked on.
