Run swiftformat

The inconsistency with our other repos is driving me a bit crazy, I'd like to propose swiftformat'ing the repo.

I'm good with this, but last time we did this (I think in Blueprint?) it caused massive pain for integrating longer running PRs because it basically multiplied conflicts a ton, to the point they basically had to be manually replayed / re-created. Might be good to wait to land this still some of the recent, in progress PRs are in
