Added Silicon "Department" design doc (AI-Borg lawsync)
This is my attempt at writing a design doc that would cause the AI and Cyborgs to act more cohesively -- a Silicon "Department" doc, or more specifically, an AI-Cyborg lawsync doc. In practice, this would give the AI authority over the Cyborgs and allow it to interact with the Station more physically when it chooses to, through the use of its Cyborgs. This "department head"->"subordinates" relationship between the AI and the Cyborgs will persist so long as the Cyborgs are permitted to remain bound to the AI.
The intention of this document is to outline the relationship between Cyborgs and the AI, while remaining independent of the actual design philosophy of the AI itself. This is due to multiple more specifically-designed "AI design docs" having been proposed, and my desire is for this silicon department lawsync system to exist alongside whichever AI design doc is chosen.
Big fan overall one note I'd make would be the borgs-as-cameras idea might lead to Emagged borgs being too useless/obvious: Sec "Hey AI borg X bound?" AI "No" Sec "Gotcha I'll beat it to death if it doesnt come get bound" Cue fighting, which kinda removes the neat stealth & uncertainty element. Also I can see this leading to unhealthy unbound borg vs Sec mindset interaction, borgs get hassled enough by sec already imo.

After a lot of people raised points about this exact issue, I've removed the reference to "borg cameras" from the document. At best, it's out of scope of this document and may instead be addressed in a dedicated doc or PR in the main repo.
