Phantom antag
A proporsal for the new ghost antag, The Phantom Phantom has to manipulate people by directly interacting with them, while having not so much combat power at the beginning.
Phantom's code now is 70-80% done.
That's not a copy of Specter, all similarities (if there any) are just a coincidence
