Use our new Background component where possible

What? Use our new Background component for rendering container backgrounds to match our DLS. Most files that use heroAndHeaderClassName prop can replace that with the Background component, and Layout can remove this prop.

Why? To reduce tech debt and increase site loading speed/performance by removing non-compressed/large file sizes.
