[Feature] Option to save issue tracker rule as a 'global' template

I have a dozen repositories linked to custom issue tracker projects and can set up correct rule. It would be great to save this rule as global template to easily add it in other repos.

If I'm not mistaken, do you mean to save the current configuration as a global custom template and it will appear in the selection list of the + button?
