Update gemspec to allow newer version of Nokogiri

This is preventing people using this package from updating Nokogiri to 1.11 which fixes https://www.first.org/cvss/calculator/3.0#CVSS:3.0/AV:N/AC:H/PR:L/UI:R/S:U/C:L/I:N/A:N

Yeah that'd be nice. For now though, I'm just using a reference to my fork of the repo in our Gemfile

@soundasleep it seems like you have a volunteer for taking over maintenance of the project. Please consider it, as I'd really love to get rid of this PR off my list of open PRs :)

You can even add me as a maintainer as well if you'd like. I don't mind doing the occasional tooling updates as necessary.
