Localized date/time format not consistent

Description

With the recent feature of localized dates I expected the date picker to also use the selected format. When I click the time field on any mask I am presented with a date and time picker. The date is always mm/dd/yyyy regardless of the selected format in organization settings.

I usually use the English US locale and thought that this is causing the problem, but switching to German DE doesn't change it.

Steps To Reproduce

  1. Go to Settings > Format Settings and set the following
  • Date Format: D.M.YYYY
  • Time Format: 24-hour clock
  1. Go the Dashboard and click 00:00:00 (or if the timer was started the the corresponding timer) Or go to Time and click any existing records time field Or go to Time and click + Manual time entry ...

I'd like to add that the date picker doesn't honor the "Start of the week" setting from the user's profile setting. I have it set to Monday, but the little calendar shows Sunday as the first day of the week.
