State "Issue" for issue blocks

Could you clarify what exactly you see missing? An example would help.

Example blocks have leading text/heading using the text "Example", Notes tend to use "Note". At the very least prepend the text "Issue" before the description so that the context is a bit more clear, e.g.:

"Issue: solid/solid-oidc/78 Specify the client authentication method when using a Client Identifier"
