Issue with discovery endpoint

In many cases in the sandbox demo api endpoint, the discovery endpoint is empty for datasets that exist. E.g. compare https://sandbox.demo.socrata.com/api/catalog/v1?ids=afch-b83a and https://sandbox.demo.socrata.com/dataset/Seattle-Bridges-Geometry-and-Status/afch-b83a

It seems like this may have something to do with the dataset id not being in the first 10,000 results of https://sandbox.demo.socrata.com/api/catalog/v1

It is impossible to know ahead of time if this would be the case in some of the real-world implementations.
