Starscream version (4.0.8)

Hi!

I am using SPM to utilize SocketIO. To use Starscream with Privacy Manifest applied, version 4.0.8 is required. However, in the latest SocketIO (16.1.0), there is a dependency on version 4.0.6, so it is impossible for me to use Starscream version 4.0.8.
