You have a problem with ssl settings on your webserver, not on package. Try to search solution on google or upgrade your webserver/php to newer version & set correct settings for mod_ssl.

Yes, either SSL is misconfigured, or it is a self-signed certificate possibly.

If you 100% trust the server, you can disable SSL verification. Not recommended, but would get around it.
