Create Tests images for all PostgreSQL versions 9.6+ and add to testing steps

We should be able to test all of our integration tests against 9.6 and above. Considering we parse the SQL dump file we should never assume it will be the same between version releases.

This may be excessive and slow down dev unless we only require this check to happen when a merge to master happens.
