Add JMeter 5.5 with Java 18

Newer Java version is needed for some plugins. Using different base image, since openjdk is depredated. RUN_IN_DOCKER in jmeter executable must not be uncommented in newer Java versions. Excluding more plugins, since some need licence and some seem to be not compatible one with another.
