ecs-cli in docker images should be updated at least to 1.19

Images (tested latest, 2.6, 2.5) don't function correctly in regions that don't support the default instance type t2.micro. The lucy execution outputs a fatal error and is unable to create instances.

Current docker images have ecs-cli 1.18 built in, which is affected by this bug: https://github.com/aws/amazon-ecs-cli/issues/1006 It was solved in 1.19 https://github.com/aws/amazon-ecs-cli/releases/tag/v1.19.0

A region affected by the bug is eu-south-1
