Remove funding keys; allow keys to be used across multiple chains

This PR:

• Removes the concept of a "funding key" (existing funding keys will be marked disabled)
• Introduces the ability to Enable/Disable keys for any given chain, one key can now be used across multiple chains
• Introduces a "reset" command that allows to manually set the nonce for a given chain to a specified value (or to the RPC node's view)
