Aptos & Sui: Use accountAddressPublicKey field from JD for OCR config

Description

Follow up for https://github.com/smartcontractkit/chainlink/pull/19060 to use the newly added accountAddressPublicKey field returned by JD instead of the AccountAddress itself. This field is optional, and should only be used for Aptos and Sui.

We're not yet ready to remove the hardcoded mappings for Aptos, since we'll need all NOPs to re-submit the chain to JD first.
