feat(ci): add Holo Protocol attribution and integration notice

Summary

This PR introduces the Holo Protocol Attribution CI workflow to formally declare authorship and integration of the Holo Protocol primitives (SoulKey, GuardianAuth, x402 proofs, Chainlink feeds, and CCTP overlays).

Changes

• Added .github/workflows/holo-attribution.yml to run attribution checks on pull requests.
• Workflow generates diffs and runs Codex Attribution CI.

Context

This ensures attribution and integration of upstream sovereign components while maintaining transparency across repos.

Next Steps

• Acknowledge upstream authorship (Pray4Love1/holo-protocol-interna-).
• Enable integration hooks for GuardianAuth + SoulKey with Chainlink feeds and overlays.
