remove DestinationPool from OffRampTokens

We can remove DestinationPool from OffRampTokens, and with that, we're able to fill the struct in the 1.5 offRamp with the rate limited tokens.

This does not account for bps tokens yet!

I see you updated files related to core. Please run pnpm changeset in the root directory to add a changeset as well as in the text include at least one of the following tags:
