fix: Fix CI; Use latest python versions; drop old pythons

I had to pin nox, because nox_utils are using logfile= which is unsupported by latest nox versions.

I was unable to find exact version needed, so i pinned to it to 2023. It probably does not do what expected, because logfile was removed long ago. But at least it doesn't crash.

Oh, nice. It works. stubtest will be fixed by #36
