I need to look at adding the msi build to the Jenkinsfile so we can catch things like the previous implementation before they get merged.

My scoping of the work to add the MSI build to the Jenkinsfile showed that it might be better to go to a newer version of Wix before trying that....
I think we can go ahead and merge this, unless anyone has any objections.

I am not sure why this needs to be added to the main repo, you can have local templates on your file system.
