Build POC for .NET and .NET Core extension

Based on the research performed in #46, build a proof of concept using IronPython to interact with secureli. This will require some collaboration with @calebtonn on what the user experience might look like.

Acceptance Criteria

  • A POC has been built that proves viability of the approach for using a .Net extension for Visual Studio
  • Additional backlog items have been added to build this in a production viable way

I would recommend prioritizing extensions for other IDEs (probably VS Code & JetBrains products) before this one.
