Update telemetry/observability prompts in CLI for clearer UX

As a user, I want to understand the prompts I'm receiving

When a user runs secureli init and they are asked to input a telemetry endpoint, it isn't completely clear what's being asked.

  1. Update language (and perhaps workflow?) to improve the UX of setting the telemtry/observability endpoint
