Set up happy path tests to run in the secureli pipeline

Description Implement a pipeline task that run the BATS e2e tests that @stujfiter added to the project.

Acceptance criteria ~Question? I'm assuming we want to run these on commit, but I'm not sure what the existing approach is.~ We decided to put the BATS tests in the Build & Test workflow that runs on every PR push.
