Improving Browser Support

Is your feature request related to a problem? Please describe. Our browser support is frozen in time. Sky is about to update it's browser support policy and we should be in line with it.

Describe the solution you'd like We should look at using https://github.com/browserslist/browserslist and Autoprixer to generate our prefixes. Also we need to remove all support for IE < 11 and could do with flagging this somehow as an upcoming break for 3.0.
