Skupper Headless Service Connection Issue with AMQ Artemis StatefulSet

Describe the bug When attempting to expose an AMQ Artemis statefulset using Skupper with the --headless flag, connections are being refused over AMQP. In contrast, exposing a queue service that points to only one of the two brokers allows successful access.
