feat(be): add admin submission module

Closes #1908 Closes TAS-599

Admin Submission 모듈을 추가하고, 특정 Contest의 모든 제출 내역에 대한 요약을 불러오는 API를 구현합니다.

IP Logging 관련 PR Merge 후 추가 작업이 필요합니다.
