BPO still changing clouds

I like to set just one layer of cirrus clouds at high altitude in XP default weather setup (I have no addons for weather), but as soon as you launch BP setup, they change to cumulus. Happens in 'vanilla' XP11, and has done for a long time now. Any chance of a fix please?
