Resolve Build Tooling

Currently Smoke is built using some custom build tooling. This tooling is out of date and the future plan is to move things over to the parcel bundler. This includes moving test builds over, and reevaluating the current headless browser test environments. It also involves spending some time looking at the documentation generation with typedoc.

For those looking to build this project in the interim, please see the 'smoke-next' branch which has a basic parcel build setup.

For everything else, please refer to the published smoke-node and smoke-hub packages on npm.
