Update gems and bundler

Tried to run this locally and a lot of stuff was super outdated. The updated dependencies seem to work fine.

Ok, actually updated and tested rebuilding the site now. Had to remove language specific READMEs/intros due to https://github.com/sinatra/sinatra/pull/1807. Couple minor Rakefile updates. Everything else seems smooth. Happy to split up the commits if y'all would prefer.
