[BUG] Knowledge Base Cant Split Chunk Well

In my experience, even with settings for the Max/Min Chunk Size and Overlap Size for each base, the number of chunks allocated to the same text file remained unchanged each time. In particular, when I wanted each chunk to contain only a specific question from one exam paper, the Knowledge Base performed quite poorly; it would cram all the exam information into a single chunk, making it impossible to even read docs files.

For example, here I set min 1 max 10, but the size of each chunk is still the same as at 1024.
