"Loading..." placeholder forever displays for non-active surveys

"Loading..." indicates to the user that they should expect some sort of content to display- however, nothing will actually ever display for them. This "Loading..." text should not display for non-active surveys.

Steps to reproduce (Admin):

• Create a new Sandstorm grain of Quick Survey
• Create a survey
• Uncheck "Is it active?" under Survey Details
• Save survey

View as respondent:

• "Share Access" to the survey by specifying permissions as "Can fill survey" and creating a sharing link.
• Open sharing link in incognito or another account that does not have Admin privileges to this grain.
• You'll see that the "Loading..." text displays, however, no content will actually load/replace this text
