Sequoia quarantines distribution packages

Before Sequoia (maybe even before the recent 16.1 update?) the compiler distribution packages couldn’t be opened by double-clicking, but could be opened by a right-button click and selecting Open.

This no longer works.

Open System Settings->Security and allow the package to be opened.
