Update user manual dictionaries section.

- Romanian and probably other languages are missing from next to the dictionaries on the dictionaries section. - Need a not that says users must unzip dict cc files before...

Note: there still can be yellow words in these chapters, finished reading here only means clicked the "finished reading" button.

This is just a ticket for myself to keep in mind what do I want to refactor. I won't put no-pull-request on it, but please ask if you would like...

Add MyMemory dictionary partial matches.

It is just filtered on the backend. I separated this task into a separate issue, to finish the core functionality quicker.

Turkish language package changed.

(After the current vuex refactor is done.)

It should also handle somehow marking chapters as read.
