Add a card count check for the start review dialog.

There should be a request that checks how many cards are to be reviewed on the start review dialog. It should only let the user start the review if there is at least one card to be reviewed.

Currently there is an information box for this inside the Review.vue component. It should be left there in case the user opens a link for a review for 0 words.
