Detect first vowel in name?

Can the library be used to detect the first vowel sound in a give name. For example : input "ESTHER" is output "EA" input "COWLDRY" is output "OW"

I don't know for sure what problem you are wishing to solve -- or for what language(s) -- but in this is kind of an unsolvable problem unless you can come up with an unambiguous meaning of vowel, and it probably ends up being language-specific at best. Even within a language, it might often be context-specific. For example, some ideographs may be able to indicate a word/concept but also serve as a phonetic character.
