"Use Phone Contact Photo" sometimes requires app restart

Bug description
Sometimes, when changing the value of the "Chats > Use Phone Contact Photos", the app requires a restart before it actually shows the correct contact photos.
I haven't figured out exactly what triggers it yet. It seems to consistently happen when the app is first launched after being quit.
(This only affects views that have been already opened. If for example I open "Calls" after changing the setting, the correct contact photos display.)
Steps to reproduce
- Open Settings > Chat.
- Toggle the value of "Use Phone Contact Photos"
Actual result: Describe here what happens after you run the steps above (i.e. the buggy behaviour) Some of the time, the old contact photo will continue to display until the app is restarted.
Expected result: Describe here what should happen after you run the steps above (i.e. what would be the correct behaviour) The value of the setting will have an immediate effect all of the time.
