Volume buttons have no effect during call when screen is disabled due to proximity sensor

Bug description
- Start outbound call in earpiece mode (no bluetooth or wired headset, no speaker mode).
- When phone is held against my face, the proximity sensor correctly turns the screen off.
- However, while the screen is off, the volume buttons have no effect on earpiece volume.
- With the phone away from my face, screen turns on, and now I can make earpiece volume changes with the volume buttons.

Still happening on Android 7.31.1

Different steps this time but similar issue:
- Incoming call rings.
- Pick up.
- Proximity sensor disabled, screen stays on despite having phone against ear.
- Manually turn screen off using the power button, then back on.
- Proximity sensor/screen auto turn off/volume buttons now working.

Readily reproducable here on the same Pixel 7.
Incidentally, and maybe separate issue (or not?) the first call attempt failed to surface a ring (and call never went to Ringing on the originating device), but the moment I dropped the call attempt from the originating device I got the missed call notification on the P7.
On the second attempt, after accepting the call I got the "no proximity screen disable until I manually toggle screen off/on with the power button" issue again.

I'll close this and open a new one after I get the steps documented more clearly. This has drifted, mixed incoming/outgoing devices and volume buttons vs proximity sensor (even though issues with the latter two seem to correlate).
