Fluid Vertex Animation has misoriented normal

Picture is World Normal view in Unreal. On the right side is a sphere with correct world normal for reference.

Basically everything works except the decoded normal. I checked Pack Normal into Alpha in Houdini.

Am I making some obvious mistakes?

Currently I'm using additional normal map texture which has correct results (middle) 2019-01-24 15_33_01-vatkickdust - unreal editor
