Auto show hour after 59 minutes

I want to show hour only after 59 minutes. I have tried ngshow to check that minutes > 59 minutes, but does not work.

I want the app only to show hour counter (01:10:24) conditionally. That avoid displaying 00: when the hour counter has not started.
