Cant install Xcode & Command line tools headlessly

i want to setup a CI/CD pipeline to run Fastlane which has Command-line tools dependencies

I tried running this script: https://github.com/why-jay/osx-init/blob/master/install.sh

i got softwareupdate command not. found error
