I think it's finished, reset the image
I also ran into this problem when trying to install Big Sur. I have Ryzen 7 4800H CPU, 24GB RAM, GTX1650 and sufficient NVMe drive, and Windows 11 22000.466. Restarting the container just led to repeating the procedure, so I think it wasn't finished. I Googled it, and found out the problem may appear when a real Mac doesn't have sufficient disk space during system upgrade.

I don't know if that's the case of docker-osx, but for real Macs, it might be.
