SHIP-0039: Command line option to set node selector on `Build`/`BuildRun`

Feature

Add command line option to set node selectors on BuildRun objects (and potentially Build objects). Described in SHIP-0039

Depends on https://github.com/shipwright-io/build/issues/1635
