[NEW] Additional load testing for large numbers of agents

Is your feature request related to a problem? Please describe. Recently hit an issue with a shield deployment that had ~180 agents. Things got to the point that agent check-in was keeping the database in a state of constant lock to which I could not log in or interact with SHIELD at all.

Describe the solution you'd like Some additional load testing and support for large numbers of SHIELD agents.
